Journey from 8th October 2005 Earth quick to UN-Insarag Classification

Pakistan Rescue Team of Emergency Services Academy Rescue 1122 has become the 1st United Nations International Search and Rescue Advisory Group (UN-INSARAG) classified Team in South Asia after completing an extensive evaluation process of several years under supervision of UN INSARAG Mentors for National and International disaster response as per international standards. INSARAG is the official certifying body of United Nations Office for Coordination of Humanitarian Affairs (UN OCHA) for International Search & Rescue Teams. After this achievement, Pakistan has become the part of global Network in field of Urban Search and Rescue. For this classification, a team of United Nations International Classifiers from Austria, England, Germany, Switzerland, Morocco, Jordan and United Nations – INSARAG Secretariat in Geneva came to Lahore from 28th to                31st October 2019 for final evaluation of Team and officially declared that the “Pakistan Rescue Team stands tall amongst the world elite as officially UN Classified Urban Search & Rescue Team”. Uptil now total 56 teams from all over the world have received this recognition.

The need for this UN classification was greatly felt after looking at the dismal state of rescue services during the October 2005 Earthquake in Pakistan, when we did not have any specialized search & rescue teams. The catastrophic earthquake of 8th October, 2005 in northern areas of Pakistan took over 87,000 human lives and uprooted 3.5 million people and after five years in 2010 Pakistan faced another unprecedented catastrophe floods that affected almost 20 million people and inflicted an estimated loss of Rs. 855 billion. Since 2010 numerous flood have been hitting the country. The country was at receiving end in all respect due to dismal state of rescue services. After disaster numerous steps have been taken to build back better in earthquake hit areas and at the same time, newly started Punjab Emergency Service (Rescue 1122) by than established the first Disaster Emergency Response Team in October 2006 and subsequently has been involved in the capacity building of its Rescue Team as per international standards. Likewise, Emergency Services Academy started training of rescuers from all over the country to establish a comprehensive integrated emergency management system in all districts of Punjab and in other Provinces of Pakistan. Today the Rescue Service has rescued over 8.5 million victims of different emergencies, trained over 19000 rescuers for Punjab, KPK, GB, Baluchistan and AJK. The modern Fire Rescue Service responded over 150,000 fire incidents during last 16 years and saved losses worth over 450 billion. Motorbike Ambulance Service set new standard of Response while dealing over 584453 emergencies in 9 divisional headquarters. Patient Transfer Service was provided to over 751496 patients from lower health facility to higher health facility.  Furthermore, the Community Emergency Response Teams have been established in all Union Councils of Punjab and trained over one million first aiders across Punjab under Community Safety Program.

Every year Rescue Service organizes National Rescue Challenge in order to improve coordination, and ensure uniform standards of emergency services in the country, this National Rescue Challenge has been organized. It shall also help in capacity building and skill enhancement of emergency services of all provinces of Pakistan. 9th National Rescue Challenge has been organized at Emergency Services Academy from 8th to 10th October 2020 and these teams will participate in trauma challenge, fire-fit challenge, water rescue challenge, deep well rescue challenge, swimming challenge, and height rescue challenge. The winning teams will be awarded by the Prizes and Shield.

The thing which is important to be remembered that Emergency Service Rescue 1122 provided 24/7 services to all citizens in all kind of emergencies even during COVID-19 pandemic. Rescue Service did not stop, worked hard after October 8, 2005, provided technical and training support to other provinces to replicate model of emergency management system in their respective provinces. Besides that, Pakistan Rescue Team has become the first United Nations INSARAG Classified Team in South Asia in October 2019. This specialized Search & Rescue Team is stationed at the Emergency Services Academy strategically located almost in the centre of the country and can be deployed within the country or internationally in case of any disaster. This Academy has a purpose built rubble field for urban search & rescue training facility with trained staff and specialized equipment as per INSARAG guidelines essential for international deployment in case of a disaster. The history for establishment of Emergency Service Rescue 1122 and its long journey till UN Classification is with full of challenges. DG Rescue Service Dr Rizwan Naseer being founder DG and his committed team burnt midnight oil to raise the standard of the Service and achieve recognition from highest forum in the world. It would have not been possible without the support of national and international concern organizations and Team always acknowledge their support at all level. It is matter of great honor for the Service and for Pakistan to have such expertise which can be offered to other countries to assist and support for Search and Rescue in case of any disaster anywhere in the world. The difference from 2005 to 2020 is that now the country is not at receiving end only. Pakistan has the capacity and UN Classification to be deployed internationally for disaster response Alhumdulillah.

Last year, being Liaison Officer of Pakistan Rescue Team, I had requested to all readers/ Nation, to pray for the success of Team as we were performing skills in the final exercise and international classifiers were observing us. Alhumdulillah Pakistan has succeeded and thanks to all for their support and prays. Now, the Prime Minister of Pakistan can offer support of Pakistan Rescue Team to other countries in case of any disaster and also offer to South Asian Countries for capacity building of their teams through UN Classified Pakistan Rescue Team.  May Allah rests the departed souls of the earthquake in peace and give high ranks in Jannat ul Firdoos. History will always be remembered that Rescue Service being humanitarian organization never stops its efforts and continued journey to save lives through selfless and dedicated rescue professionals. Watchdog journalism usually takes on a form of beat reporting about specific aspects and issues
Pakistani media is known as a vibrant, revolutionary and overwhelmingly powerful tool in
shaping society’s opinion on a host of issues and for serving as a watchdog of government
actions.
Since 2002, the Pakistani media has become powerful and independent and the number of
private television channels has grown to 89, according to the Pakistan Electronic Media
Regulatory Authority. Since the introduction of these vibrant TV channels, many major scams
have been unveiled by journalists.

1. Pakistan Steel Mills

Pakistan Steel Mills • three cases were registered against the directors and chairman of the
National Insurance Corporation Limited (NICL). A case of
vfraud of Rs12 billion is also under investigation against the directors of the Trading Corporation
of Pakistan

2. Hajj Corruption Case

Hajj Corruption Case: Judge Malik Nazir Ahmad from special court central, a lower court,
also sentenced Director General (DG) Haj Rao Shakeel to 40 years in prison. Joint secretary for
religious affairs Aftab Aslam was also sentenced to 16 years. • Kazmi and Aftab were arrested
from the court premises after the sentence was pronounced and escorted to Adiala Jail by Federal
Investigation Agency (FIA) officials. Shakeel is already in custody of the National
Accountability Bureau in Lahore.

3. Panama Papers leak case

On April 3rd, 2016 the (ICIJ) made 11.5 million secret documents, later known as Panama
Papers available to the public. The documents, sourced from Panamanian law firm among other
revelations about other public figures in many other countries, included details of eight offshore
companies with links to the family of Nawaz Sharif Prime Minister of Pakistan and his brother
Shehbaz Shareef the Chief Minister of Punjab.
According to the ICICLE, Sharif’s children “were owners or had the right to authorise
transactions for several companies so as a result of TV coverage to this issue Nawaz shreef was
disqualified and many of the Nawaz spotters change their opinion about PMLN and the result
could be seen as PTI WON the election because though TV and media or we can say TV and
media has shaped or changed public opinion about PMLN.

Do TV or Media Fulfills their responsibility

However, the question remains whether the media fulfills the responsibilities it claims to or does
it only look after its monetary or political interest.

⮚ On July 28 Airblue Flight ED-202 crashed into the Margalla Hills in Islamabad, killing
all 152 passengers and crew members, and recent PIA plane crash in Karachii as the
entire nation looked on in horror. Instantly, the electronic media paid unprecedented
attention towards the incident the entire day. The Prime Minster expressed his grief over
the incident and did not hesitate to announce that he would make the inquiry report of
crash public within three months. The following day saw front pages of all mainstream
newspapers flooded with stories regarding the tragedy.
⮚ Same day, newsrooms focused on reporting another tragic incident – the devastating
floods. Rescue efforts were initiated nationwide and the media, without a doubt, played a
tremendous role running campaigns on the TV as well as in newspapers for the support of
flood victims.

⮚ However, at the same time, distressed families who lost their loved ones in the crash
expected that the media’s attention would soon return to their plight and press demand for
the inquiry into the crash. Unfortunately, this did not happen. With time the crash was
forgotten, leaving many questions unanswered. Requests for an Supreme Court Suo motu
action also went in vain same is the case with the recent plane crash at the end when there
was no one to be blamed the all started blaming the pilot .If we think we can get the same
sort of justice from the system as is available to the first world, we would be fooling
ourselves

CONCLUSION


From above mentioned example it is very clear that media TV can hold anyone accountable or
we cam say is can hold authorities accountable. But still there is fact do media fairly do justice
with their job or political pressure and pressure by the stake holder resist them to do actual role
of watchdog.

Media in the present society is our life line. It comes in a wide range of structures to coordinate
your own joys. There is magazines, newspapers, internet, television, news, radio, and of course
social media sites. Every day we are connected to media through technology whether it be our
televisions, radios in our car, and probably the most common in today’s society our cell phones.
Through these advancements in technology we are able to consistently check media and see and
hear it at a moment’s notice. There are many issues that arise with this. Media can affect
relationships, consume our time and most concerning influence our opinions and thoughts, and
somehow create new social norms.

Social Norms

are unwritten rules about how to behave. They provide us with an expected idea of instructions
to carry on in a specific social gathering or culture. Media now a days consider as effect full
apparatus moulding new accepted practices in the public eye
for example
Because of this, media influence new social norms and are highly influential in shaping
individual behaviour, including discrimination and violence against a specific group, such as
women and can protect against violence, but they can also support and encourage the use of it.
For instance, acceptance of violence is a risk factor for all types of interpersonal violence

Many TV shows news documentaries are broadcast on TV either in the form of TV drama, films
and in the form of news,
one the best anti-violence documentary SAVING FACE was made by Sharmeen Obaid and she
got Oscar award in it.
● Most often we see the influences that media has when we see news reports on legal cases
or tragedy’s such as bullying and natural disasters. When we hear or see negative media
about a specific subject, we have already formed our own opinions or thoughts about we
may become swayed but information the media provides that is not always accurate

Polio Vaccination


Television is more effective than radio in polio vaccination. Children from households who had
TV and radio received more polio vaccine doses than children from households who had no TV
Households who had television, had significantly higher polio vaccinated children, vaccination
dates on cards and vaccination reported by mothers than those households who had no TV. Rural
areas of the country, without radio and TV in households, have more polio unvaccinated children
than urban areas. In Baluchistan rural areas, there are no of people without polio unvaccinated
(children which is the highest deprived percentage in the country because according according to
a research they have no access to TV or Radio. Radio and TV were statistically significant and
had association with polio vaccine doses “The media did not influence weather people thought
the use of polio drops is good or was wrong media coverage of the polio issue resulted in people
thinking that the polio issue was an important one.” Issues such as these were distributed through
media which has developed as technology has developed
. This is what is called agenda setting meaning that the media will influence what we feel is
important in society.

Islam Phobia

and norms Proper designing and delivery of powerful media messages at proper time can create
awareness about any issue, change behaviour and attitude. Frequently we have to disconnect
